HEIC arrived on iPhone with iOS 11 in 2017 and has been the camera's default ever since. That is why years of iPhone photos are HEIC files, and why so many people end up needing a converter.
“With iOS 11, Apple introduces a new technology called High Efficiency Image File Format (HEIF) that reduces the file size of every photo taken with iPhone 7 and iPhone 7 Plus.”Apple chose it because the same photo takes about half the space. It also explains the one surprise here: the JPG you get back is usually bigger than the HEIC you put in. Nothing went wrong; JPG is simply the older format that takes more room.

IRCC publishes the file types each of its five online accounts accepts, including .jpg, .png, .pdf and .tiff, and HEIC isn't on any of those lists. A phone photo of a passport page or bank letter is often HEIC.
How it helps
Convert up to 20 photos at once and upload the JPGs. Hidden camera details, including location, are removed in the conversion. Each IRCC account also has a per-file size limit, so check the cards and use Compress these JPGs if needed.
When Windows' Photos app meets a HEIF photo it says you need an extension. Microsoft's easiest fix is installing two Store extensions, the free HEIF Image Extensions and HEVC Video Extensions at $0.99, even for photos only.

Apple's Most Compatible camera setting switches new photos to JPEG, not the ones already taken. Apple also says photos shared through iCloud Photos keep their original format, so parents' submissions can still arrive as HEIC.

Google Sheets lets you add images under 50 MB in .png, .jpg or .gif format. Site photos, delivery proofs and stock counts sent from an iPhone as HEIC can't be placed in a cell until they're converted.

Google Merchant Center reads product images only as JPEG, WebP, PNG, GIF, BMP or TIFF, and warns that an extension that doesn't match the real format can cause 'Unsupported image type' errors. Renaming .heic to .jpg changes only the name.

Pinterest takes standard Pin images as .PNG or .JPEG, up to 20 MB when uploaded on desktop and 32 MB in the app. Recipe photos copied from an iPhone to a computer can arrive as HEIC, which isn't on that list.
